CHORD regional partners participate with a common position in the consultation on Cultural and Creative Industries carried out by the Committee of the Regions

Within the context of EU efforts to foster the right environment for cultural and creative industries to contribute to smart, sustainable and inclusive growth, the Committee of the Regions is drafting an opinion about the European Commission's Green Paper on "Unlocking the potential of cultural and creative industries", which is to be approved in December.

The rapporteur, Ms. Sylva Kováčiková (CZ/EPP), member of the EDUC Commission of the CoR, came to Brussels on June 23rdto meet with representatives of the associations of local and regional authorities and other stakeholders for a consultation and an exchange of views on her opinion.

The Fundación Comunidad Valenciana – Región Europea, partner in charge of communicating the project’s results at EU level, prepared a common position on the topic after gathering and summarising the position of the partners.

The document with the common opinion of the CHORD consortium about the European Commission's Green Paper on "Unlocking the potential of cultural and creative industries" was then presented to rapporteur Ms. Kováčiková.

Cultural and creative industries are one of Europe's most dynamic economic sectors, employing more than 5 million people across the EU-27, contributing with 2.6 % to EU GDP and growing faster than many other sectors in the economy. Cultural and creative industries support social and territorial cohesion, as well as drive creativity and innovation, which have beneficial spillover effects on the rest of the economy and society as a whole.

Digitisation and globalisation open new market opportunities for European cultural and creative industries, in particular for small businesses. However, these businesses often face obstacles to fulfilling their full potential. Cultural and creative industries need an adequate business environment which meets the specific needs of creative entrepreneurship.

In the opinion of CHORD partners, public administrations should include the creative sector in the development plans of regions, allowing it to take part in the decision-making process and creating a strategic plan to promote it through action measures, not only one-off aid or subsidies:

 

 

 

 

 

  • Including the regional and local heritage in tourist, rural and environmental development policies;
  •  

     

     

     

     

     

     

     

  • Boosting the value of the cultural and environmental heritage and ensuring that citizens take a hands-on approach to it;
  •  

     

     

     

     

     

     

     

  • Establishing routes, networks and touristic itineraries to promote cultural heritage;
  •  

     

     

     

     

     

     

     

  • Cooperating with other bodies and regions in the adoption of measures beyond local/regional borders.
  •  

     

     

     

     

     

     

     

  • Creating and promoting networks of cities and rural areas with similar cultural features and/or history and encouraging the organisation of joint cultural activities such as festivals, historical re-enactments, etc...

  • Disseminating culture through the promotion of local archives, libraries, museums, etc.
  •  

     

     

     

     

     

     

     

  • Creating training and research centres for professionals of the creative sector in the region;
  •  

     

     

     

     

     

     

     

  • Facilitating the establishment of private companies;
  •  

     

     

     

     

     

     

     

  • Analysing the existing successful examples of best practices in Europe and including them in the implementation of the measures adopted (e.g. British experiences).
